Michael A. Morse is a partner of the nationwide Qui Tam/False Claims Act practice group of Pietragallo Gordon Alfano Bosick & Raspanti, LLP. Mr. Morse served as Chair of the practice group from 2008 through 2017, and is based in the firm’s Philadelphia Office. He also concentrates his practice in the areas of white collar criminal defense, criminal and civil health care fraud litigation, health care law, and complex commercial litigation. Mr. Morse is certified in Healthcare Compliance by the Health Care Compliance Association and the Compliance Certification Board (CCB).

Mr. Morse is widely recognized as a leader in the future of federal and state false claims litigation across the United States. Mr. Morse has served as lead or co-lead counsel for whistleblowers in false claims cases that have resulted in hundreds of millions of dollars in recoveries for federal and state taxpayers.

Mr. Morse was counsel for the lead whistleblowers in a number of the most successful false claims cases in United States history, including:

  • United States ex rel. Hunt and Gauger v. Medco Health Solutions, 00-737 (E.D.Pa.) (resulting in a $185 Million recovery for federal and state taxpayers)
  • United States ex rel. Mason v. Community Health Systems, Inc. et al., No. 12-817 (W.D.N.C.) (resulting in a $98 million recovery for federal and state taxpayers)

Mr. Morse is frequently invited to speak to audiences across the United States on federal and state false claims litigation. He also has authored and co-authored a number of articles and chapters on false claims statutes, and is frequently asked by members of the national media to comment on developments in false claims cases.

Mr. Morse is a former prosecutor, who is known for his dogged determination in representing his whistleblower clients across the United States. He has litigated virtually every issue in false claims cases, and has battled successfully on behalf of his whistleblower clients in some of the most hotly contested false claims cases in the United States. Mr. Morse has also been involved in promoting the passage of new State false claims acts, and has worked to strengthen the federal False Claims Act.

Mr. Morse is a member of the American, Federal Circuit, Pennsylvania, New York and Philadelphia Bar Associations, as well as the American Health Lawyers Association, the Health Care Compliance Association, the National Association of Criminal Defense Lawyers, and the Pennsylvania Association of Criminal Defense Lawyers. He served as a member of the editorial board of the American Bar Association’s Criminal Litigation newsletter, and a member of the Steering Committee of the American Bar Association’s Mid-Atlantic White Collar Crime Committee.

Mr. Morse has been selected as a Pennsylvania Super Lawyer for 2013, 2014, 2015, 2016, 2017, and 2018 in the area of White Collar Criminal Defense. Previously, he was selected as a Pennsylvania Super Lawyers Rising Star for 2005 through 2008 and 2010 through 2012 in the area of White Collar Criminal Defense. He has also been selected by The Legal Intelligencer as a Lawyer on the Fast Track for 2010.

Mr. Morse is a graduate of the Emory University School of Law and the University of Michigan.
